Idling RPM issue

I have a 02 4Runner with 86k on the auto v6. The fuel filter was changed 5k miles ago I regularly clean my MAF and throttle body. My plugs have about 20k on them.

My question is, upon starting the engine(cold) my rpm are normal, and everything runs fine. When I start it after it is warm, the rpms are low(by about 150-200) and the engine feels like it has no power. When my engine is warm and I stop at a red light they will flip back and forth between sitting at 525 then 650. The engine changes rpms about evey 5-8 seconds. When the rpms are sitting at 525 and I hit the gas to go the engine feels under powered and slow.

I am wondering if this is normal or what I need to do to fix the issue. I just recently in the past 5 months noticed this issue and do not remember seeing it before.

I am still getting good gas mileage, but feel like the engine is not running correctly
