I got my double cab in 11/01 for about $22-23K as well.
puka:
I hear that replacing the stock alternator with a higher output would solve that problem for ya. Not sure it's worth the cost though, just for windows that is

Nah, no problem with stock... I just remember a thread where some guys were talking about higher output alternators for their winches and such. One guy mentioned that his windows were faster - kind of a side-effect happy discovery

Bought mine about a year and a half ago. Found it on Autotrader.com. It was for sale in town and the guy initially wanted $11,000.00 for it. I talked to him the day before he was to trade it in. He said one way or the other he would sell the truck to me or trade it the next day. I offered him $7,000.00 and he said he would take it. I was actually prepared to offer more.
Its got no extras, but it had a hitch on it and a spray-in bedliner, which was a plus. It had $110,000 miles on it when I bought it. No big deal for a Toyota.
I've been happy with it. I was worried I may have gotten a lemon, but I think I'm OK now.

got my '99 taco reg. cab for $12,800 in oct. of 01 with 32k on it, its pretty much a basic truck except that it has a equipment package that ive seen a lot up here in the northwest, it is white with 15" alloys, bucket seats, A/C, rear slider, tach, and chrome package, (come to think about it, ive only seen a few 98-00 taco's with out the chrome package)

That's not bad.
Personally I'd try haggling a little more anyway to see what kind of deal I could get. You may want to use the fact that the 2005s are coming out and will drop the value of the current generation Tacomas.
If you check out Kelly Blue Book value you'll see that the price offered is on the lower end (I think). Check out Autotrader and you'll see that most dealers are selling the same thing fro close to 25-26K.
I know I've been looking
