I have a 97 4runner that idles at 2000 rpm.
I can adjust the throttle under the hood manually and get it to stay at like 1200 but once I give it gas it's right back to 2000, sometimes higher. My question is can you adjust the throttle cable under the hood? If so how? Any advice or tips are greatly appreciated..thanks

throttle cable has to have a little slack.

you can clean the throttle body around the butterfly if it has gunk buildup with throttle body cleaner.

if you run a high idle search on yotatech you will find threads about this issue.

Is your MIL lit??

Are you getting a P0505 Code??

Depending on the temperature a idle speed that high might be normal.

It all comes back to if your getting a code.

Did you try cleaning the throttle body before this started? The IAC valve pintle is stuck. If you look just infront of the throttle plate, there is a hole that leads to the IAC valve. What fixed mine was to spray MAF cleaner down that hole and then fire it up. It will clean the valve to let it function again.

Also check the vacuum hose going to the throttle opener thingy on the front of the TB. Mine was resting on the nipple but not pushed on. Voilá, instant cheap fix--my favorite kind.

When I first got it, my '97 fast idled at 1800 and warm idled at 1200. I tried the routine TB cleaning and IAC pintle valve thing, but it didn't slow down. Dealer service dept. says it's the throttle that's not closing all the way, and can't explain why, and can't(or won't) fix it, but---they'll be happy to replace the TB.
Since I had been working on, and having work done to, the vehicle for a full month at that point, I elected to do the quick, but non-cheap fix: Let them swap in a new TB, which comes with IAC, TPS, various dashpots already attached.
Idles perfectly ever since.
Inspection of the original TB, once out of the vehicle, reveals:
Nothing, except that adjusting a set screw on a dashpot on the rear side of the apparatus (rear = practically invisible to me when installed) could have allowed the throttle to completely close, but at unknown cost and complication to other systems or performance.
I threw money at it, and this time, it worked out OK.

Still waiting for the op to respond back.

Didn`t someone have a issue where the throttle shaft was loose and moving side to side allow it to hang up.
