before anyone flames, yes I have searched nobdy seems to have the exact same issue as me
here is the problem truck will idle about 1700 rpm warm or cold sometimes around 1500 when cold. The weird thing is when i coast to a stop the idle will pulse from about 500 to 1200 rpm every second. Thing has a brand new tps and the throttle body looks to be in good shape.
Also the evap vsv and the blue sensor ontop of the evap can are unlpugged (no harness clips) so I dont know which color goes where. This may be the problem but I doubt it because I can take the hoses off and the idle wont change.
The only thing that makes it better is if I unplug the IAC id comes to about 900rpm idle but it throws a CEL and has little power
The engine is from a 1997 4runner 4x4 and the wiring was done by ors. Thing runs like a dream besides the idle issue

sounds like you answered you own question. IAC
I had the same issue and ended up changing out my IAC and that cured it. I tried cleaning it but it didn't help at all.

Take off the IAC and clean it properly.

Also clean the MAF sensor and double check you don't have any cracked hoses or vacuum leaks.
