HELP, power sterring belt

HELP, power sterring belt
this is for a 88, 4 cyl. Having a hard time putting the belt back on. I see that the pulley has a bolt to realease the tension, but when i screw the bolt out it doesnt really make a difference. Any idea? Is the pulley supposed to be able to move around with the bolt?
also is the powersteering pulley supposed to have a woodruff key? I see a slot but dont have a key in place.

Yep, loosen the nut at the center of the idler pulley, then you can crank the adjusting bolt in. You may have to push the pulley inwards as it often won't just move in without the belt tension pulling it in. Once the belt it on, crank the adjuster to move the pulley outwards. Once you get the tension right, tighten down the nut in the center to lock it in place.
Good time to check the bearing in the idler pulley. Feel for any looseness or grittiness as you spin it. If found, you can pop the bearing out, pop one of the seals off and clean/regrease it, or you can replace it.
