Dust getting past Amsoil air filter

I have a 99 V6 4Runner and I took out my filter to inspect it last week and I noticed a thin layer of dust in the airbox after the filter and I'm just wondering if this is normal.

How old is the air filter? I don't think the air filter is going to be able to catch everything. So I would imagine some dust would get past it.

The air filter has been in the truck since january.

I assume you have the one with the blue-ish foam surrounding it. If so, these newer ones have had some fitment issues. It's been hit or miss from what I hear as to who has a tight fitting one and who doesn't.
