I can't find the document I got in the mail online, but here is some info:

Here is some information pertinent specifically to a March 2003 Toyota settlement with the U.S. government which affects failures and warranties related to the evaporative emission control system (which includes the charcoal canister should that be the source of your problem).

“The case, filed in federal District Court in Washington, DC, involves model year 1996 through 1998 vehicles, including some Cambry, Avalon, Corolla, Tercel, Paseo, Lexus, Sienna minivans, 4Runner, RAV4, Tacoma and T100 models. The settlement requires Toyota to notify owners of affected vehicles of the warranty extension within the next 12 months. The evaporative emission control system warranty will be extended from the current two years or 24,000 miles to 14 years or 150,000 miles. The extended warranty is estimated to cost Toyota about $3 million, and will reduce emissions of hydrocarbons by affected vehicles by an estimated 30 tons, in addition to the 1,200-ton reduction of hydrocarbons achieved by the supplement environmental project.
Owners who have not received a notice within 12 months are encouraged to contact their local Toyota dealer. Owners of affected vehicles who suspect a problem with their evaporative emission control system (including the smell of gasoline vapors) should contact an authorized Toyota dealer for service under the extended evaporative system warranty. Toyota will not cover the cost of repairs or diagnosis for systems other than the evaporative emission system or for repairs performed by parties other than authorized Toyota repair facilities. The malfunction indicator light (on the dashboard) may illuminate for a variety of reasons, including a malfunctioning evaporative emission control system. EPA's investigation did not find a problem with the evaporative emission control system on these vehicles, which is why the government did not consider a recall in this case. For additional information about this extended warranty, owners may contact Toyota or Lexus Customer Relations:

- Lexus: 1-800-25-LEXUS (Department: Lexus)
The proposed settlement will be published in the Federal Register for 30 days for public comment, and must be approved by the Court. “

A week ago a got letter saying my truck might fail the emissions test. PA this year now started testing this yearly. I went to get an inspection and this test done and failed.

DId anyone with a 96-98 4Runner get this notice yet, and/or can someone post it here?

Intresting...now is this for ORIGINAL owners, or would it apply to me as well?

I haven't got anything from Toyota....they should know where I live!

Any and everyone with a 96-98 4Runner. Is extends certain parts for 14 years or $150,000 miles. Also, it says if you paid for something in the past that's listed, you can get your money back. I NEED to find this letter I got online so I can POST IT HERE!

Toyota has added a special enhancement to this coverage for certain 1996 through 1998 model year.

This enhanced coverage on the Evaporative Control System is extended to the components specified below for a period of 14 years or 150,000 miles from date of first use, whichever occurs first, from the vehicle’s in-service date. Please note that, depending on the design of the evaporative control system in each model, one or more of the specified components may not apply to your vehicle.


*Evaporative storage canister
*Fuel tank filler neck
*Evaporative system pressure sensor
*Purge valve
*Fuel cap
*Tank vapor vent line
*Fuel tank
*Three-way valve
*Any other part or component between the fuel tank and the intake manifold (but not including the intake manifold) designed to contain or conduct fuel vapor from the fuel system.

This coverage is for warranty work performed at an authorized Toyota dealership only.

If your vehicle qualifies for the Emissions Warranty Enhancement and you have previously paid for repairs to one of these components, you will be refunded.

Please contact your local Toyota dealership or Toyota for more information.

I checked and this does apply to all 96-98 4Runners. I'm sure it applies to Taco's, etc. but my letter was 4Runner specific.

So this is something we should be concerned about only if we fail emissions?

I had my test last month and passed no problem. . .

Yea, pretty much. And for those that don't have emissions testing in their state and are worried about possibly polluting the air with leaking gases.

I got one too a few months ago and I'm not the original owner of my 4Runner. I did skim through it quickly but decided not to worry until I'm sheduled for an emssions test. I think it applies only if you fail.

i passed emmisions with flying colors..can we get the stuff replaced anyway? i never got that letter and i am the orginal owner...wierd

If I remember right that was a under $20 part and was a TSB on it already, I had the problem for the longest time and teh dealers all said thats normal they all do it till I found the TSB Part number to fix it and it takes you 5 mins to put it in place.

I got a notice for this warranty for my old 98 Tacoma LTD. So yes, it also applies to Taco's.

Sorrt for dragging this up again. But my 96 Runner just failed emissions, particularly the Nox test. Which test would fail with this problem?
