96 tacoma 3.4 brake light keeps coming on?

96 tacoma 3.4 brake light keeps coming on?
My e brake line is snapped under the truck and the e brake is not pulled out but the light keeps coming on and going back off and it's around the same time I shift and my truck is making the same whining sound it makes going in reverse going forward if that makes sense any help is appreciated! I have no clue why it would be doing this
