4 wheel won't engage on my 2002

I've got an 02 tacoma double cab trd. It went for a little swim and now it won't engage into 4. Also the rear differential lock is stuck on. The 4 wheel button doesn't make the light come on or any noises, it's just dead. Any help would be appreciated

First, check 4WD fuse.

That's been done. The fuse is fine.

Did you test it with a meter or light, or substitute a known good fuse? Please don't tell me it 'looked fine.' I've been down this road before.

I pulled a working fuse and put it in place of the 4wheel.

Testing it that way really tells you nothing .

So your sure you have system voltage at and going through the fuse??

How often do you engage the 4x4 ??

That's just how I checked the fuse. I had a mechanic take a look at it and he thought that it might be a module under the stereo and in front of the stereo.
I use 4 all the time. Especially this time of year It's a necessity.
