1998 4runner Will not Start

1998 4runner Will not Start
My son was driving his 1998 4runner 3.4l v6 limited 2wd the other day and he said it just shut off while driving and he had to coast to a safe place to stop. Now it turns over like normal but just won’t start. I took one of the plug wires out and placed a screw driver in it and when we crank it there is no spark. I have a 2001 4runner and I repeated this in it to make sure it would even work and I got spark so my test process worked. I tried two different wires and no spark. I checked the ohms on one coil pack and it was within the range. I checked the wire going to the coil pack both at rest and while cranking and there was no DC voltage. My first questions would be is this normal?
Second I tested what I think is the camshaft sensor on the front side of the motor on the opposite side of the battery. The ohms appear to be in range and I tested AC voltage while cranking and it seemed ok as it did change values. So I am left with what I think are the only three components that could cause this; Crankshaft Sensor, Igniter, and ECM. Could the Crankshaft sensor cause this or should I be looking at the igniter or ECM?

Have you checked all the fuses? COR (Circuit Opening Relay)?
