Weber fuel pressure help?

Weber fuel pressure help?
Hoping one of you guys can figure this one out, stumped me. Have an new Weber 38(well new in sept) on a 20R... have had this same problem the whole time.
Redline says use 3PSI Max on this carb, I run an adjustable pressure regulator right before the carb that has settings from 0.5-5.5psi. Set at 3psi it feels like it cant get enough fuel past 3000rpm and stalls out. Set it to 5or5.5 its fine.
Ive had alittle more time to tinker around on my engine lately and still cant get past this. I run an electric fuel pump 8inches after the tank as a booster pump then to the stock Mech pump, to the regulator then Carb. The lines are all new 5/16 rubber.
Only thing i havent tried to adjust is the float bowl level so that is still set from factory. Its jetted and run perfect besides that except offroad when the PSI floods it out??? Any suggestion on what to do guys? Thanks

there is an offroad float setting I do not remember what it is but google will reveal the specs mine is set at for off road and i only load up if I stall out
I also would bypass the mechanical pump
