Will timing be off?

I had to hire a guy to put the head gasket and a new timing chain and cover as a hole was worn in the timing chain cover and flooded the oil with water. We are putting it back together and the cam timing sprocket is at TDC but the timing numbers on the bottom pulley are pointing to 9 degrees. Will this throw the timing off and do you think the chain is a tooth off? I would hate to keep going if this is not right. Thanks for the help.

Make sure the tension on the chain is on the drivers side. The marks should get pretty close. One tooth out will show a lot out on the crank pully. Use the crank to turn the engine clockwise and when you get to TDC the cam should be at 12 oclock.

The cam is at 12:00 oclock but on the pulley it is at 9 degrees. Thank you for replying

The crank keyway should be at 12:00 when the cam dot is at 12:00. Using the degree point on the harmonic ballancer pulley can be unreliable, because the rubber bond in the pulley can slip.

And if it has slipped, you need to replace it. It will only get looser until you throw half the harmonic balancer through the radiator.
