Will timing be off?

Will timing be off?
I had to hire a guy to put the head gasket and a new timing chain and cover as a hole was worn in the timing chain cover and flooded the oil with water. We are putting it back together and the cam timing sprocket is at TDC but the timing numbers on the bottom pulley are pointing to 9 degrees. Will this throw the timing off and do you think the chain is a tooth off? I would hate to keep going if this is not right. Thanks for the help.

Make sure the tension on the chain is on the drivers side. The marks should get pretty close. One tooth out will show a lot out on the crank pully. Use the crank to turn the engine clockwise and when you get to TDC the cam should be at 12 oclock.
