But the vacuum line is used to "suck" the gasoline fumes out of the cannister into the intake, and since it is gas vapors, it can go in any time. It is under a switched port in the TB so that fumes are only used at certain throttle positions. The line down to the frame is what lets in fresh air to pull the fumes out of the charcoal. If not present, the vacuum in the cannsiter would suck gasoline (liquid) from the tank (kind of like sucking on a straw). The cannister purge line on my '85 is 3mm (labelled P on the TB).

Nope, engine vacuum will still go to the FPR to regulate it per the engine load. The VSV only helps with some obscure hot start problem that I have never observed in ~5 yrs. w/o the VSV. Power steering VSV just bumps idle speed when steering to keep the engine from bogging down. I've not had that for 8+ years and if needed, I can blip the throttle for a little steering boost at idle.
