Transmission problems?

Transmission problems?
Just got a new problem, as if I really needed a new problem. The automatic transmission will not shift to the next gear until you hit 4300 RPM. It does not matter how easy I am on the gas or what gear, just revs until I get to that magic number. It also does the same thing with the ECT on or off as well as the electronic OD on or off. I tried several combinations all with the same results.
If I slow the vehicle down it will jump back into the next higher gear as soon when it gets to the 2500 RPM level. One other thing I noticed while driving, or should I say when stopping. The peddle is VERY soft but just before I come to a complete stop, say around 10 MPH, the brake pedal rises up and they work much better.
So it seems to me to be a vacuum leak, at least I hope it is a vacuum leak and not xmission problems. What do you kind and knowledgeable gents think?

first off lets start simple check tranny fluid if its burnt smelling or like colored water take off the pan and replace the filter and flush the system after all that and you replace all the fluid and the problem keeps going on then you might need to either save up for a new tranny or a rebuild. now for the brakes it could be you have air leaking into the lines somewhere or you could have a collapsed brake line or a kink in a brake line other than that im not sure how the tranny works with the brakes but check the obvious first

Those were good prior. Brake cylinder was done about 3 months ago, bled brakes everything was kosher. The brake problem started at exactly the same time as the trans. That is why I think it may be a vacuum leak of some sort as the engine speed drops all the sudden I get more brake pedal feedback.
The fluid looked normal. I changed the filter about 9 months ago changing the fluid and having it filtered.
