timing way off

I recently bought a 94 4runner with the 3.0 v6. I bought new wires, plugs, distributor cap and rotor and fuel and air filters. When I tried to set the timing it was set at what seemed to be 30 btdc. It was way off of the indicators. And yes, the diagnostic port was jumped. It ran terrible when I set it back to 10 and even 15 btdc and got about 10 miles to the gallon. I checked the timing belt and it was set alright, but i replaced it anyway. I am now sure that the timing belt is installed correctly. Camshaft and Crankshaft marks align perfectly before and after installing the tensioner. Still, the only way that it would run ok was set it at roughly 30 degrees btdc. The air gap on the distributor is ok, it is stabbed correctly at TDC, and the resistance of the coil is alright. I also checked the EGR valve and its alright. There seem to be no vacuum leaks. I am about to check the tpc. Any other ideas? Thanks

I forgot to mention that there are no error codes.
