Timing belt in the wrong place? Damaged harmonic balancer? (so the scale on the outside is disconnected to the center due to ripped up rubber damper)

'89 toyota pickup 3.0l v6 turning over, no start

My truck is now turning over, but not firing, has spark and is getting gas, turns over strong but just will not fire up. Any diagnosis

Maybe I'm missing something as I have never worked on a 3.0. But I would line up the crank and camshafts then the distributor.
