throttle body question

throttle body question
I have a 89 4runner with the 3.0 3vze v6. I recently cleaned the throttle body out and when doing so removed a cover that was held on by 4 screws. Inside that cover is a large threaded piece that has a hole in the middle and a spring behind it. It was not screwed in all the way before I took it out. When I put it back I screwed it in all the way and the engine wouldn't idle and barely started. I put it back to where it was and it idles at 600 rpms when hot now . I was wondering if it is supposed to be an adjustment thing and supposed to be adjusted out (alot). Or is it supposed to be screwed all the way in and the idle adjusted by the Allen screws on the throttle. I think but am not positive the part im talking about is the iacv. But it may also carry radiator fluid. Sorry I'm a little vague but I don't have that much tech knowledge. I do have alot of confidence and the ability to turn wrenches. This sometimes gets me in trouble. Any help is appreciated.
