sticking brakes
I have an '89 bare bones Toyota Pickup. My brakes were "sticking". Meaning that when I'd brake to slow down, they would suddenly grab/lock at about 1 or 2 miles an hour when almost stopped.
My mechanic (not me) replaced the calipers which did not solve the problem. He then replaced the brake lines for cost of the lines and no labor which also did not solve the problem. He then replaced the master cylinder and brake cylinders all at his cost and not labor, which MOSTLY solved the problem as there was just intermittent slight sticking, which I have put up with since April 2015. However, now it seems to be coming back.
What else could it be? A year before all of this happened, my parking brake cable broke and my rear brakes would not release. The cable was replaced and everything was fine. Could it have something to do with this cable possibly?
Has anyone had a problem like this?
My Pickup is a four speed manual with 2 wheel drive with a standard cab and bench seat and no A/C and is carbureted with 198 K miles. Getting rust under the doors and need to get some welding done.

I had a brake booster to apply the brakes when going down the highway. As you described right before coming to a stop it would just nearly lock up. Seems to be worse at high speeds due to more vacuum being applied. My issue was the front brakes being applied and did not effect my rear brakes. Can you tell if it is your front or rear brakes that are sticking?
There is a check valve on top of the firewall that you might check but I would suspect the booster.
