Steering Column Horn wiring

Hi,
My horn quit working gradually and I'm not tired of merely flashing my lights at people when they cut me off.
I've been digging into my steering column to figure out the issue because it's not the horn or the wiring to the horn.
There is one connection on the horn and the cage that makes contact when the horn is depressed.
The wired connection (green w/ red stripe) is perfect and has continuity, this is what makes contact with the brass ring on the back of the steering wheel. The cage and steering shaft do not have continuity. The button is fine, it's the center shaft that isn't connected.
Does anyone know how the center of the steering column is connected?

Is there a wire or another connection somewhere on the steering column? Or does it ground to the frame somehow or supposed to?
I can't get continuity between the center of the column and ground. Anybody know how this thing goes together?
I might just have to install a pull string for my horn. Which is a little too redneck, even for me.
