Sas 4runner clunks when braking

Ii have a 93 4Runner sas that has started an intermittent clunking when braking from medium to high speeds the axle is a stock 85 front with stock rotors and calipers the clunk is audible and can be felt strongly in the brake pedal on another note it started a few miles after a tire rotation. I've loosely looked around the front suspension components for something obvious but no luck, tell me what you think

I think I would start with a torque wrench and go over all the suspension.
