RV6 Idling High

RV6 Idling High
Hello all,
4Runner, 1993, RV6 3L, manual
A while back ago i took my rig to the mechanic to get a rusted plug replaced at the back of the cyl. head, so he had to remove all the intake system.
Now when I start it cold in the morning it idles at 1000 and as it warms up revs climb to 1500rpm and they won't come down unles I drive it for about half hour (it would then drop to around 1200).
When engine is warm, I shut it down and re-start it after 15-20 minutes and it would idle nicely at about 500-600 but in a matter of minutes rpm's would slowly rise to 1100 or 1200 and stay there as long as engine runs
*Idle speed screw is all the way in
*TPS screws still have original paint from factory
*I cleaned around the throttle plate without removing the TB and it looks like it's closing fine
Any advice or ideas would be appreciated
