running rough idle

running rough idle
so i rebuilt 22 re from the head up as well as new timing chain set and cover to cover all my basis. so chain timing is set properly and i set ignition timing to 12 degrees BDC which is what the hanes repair manual recomends for this motor and the motor is running rough at idle. i dont have tags on it so i havent put any road testing on it it will idle but its a rough idle. was wondering what every one else set there timing to or is it just since i rebuilt the motor and havent "broke in" the motor.

its an 88 toyota pick up sorry for not posting that on there earlyer. and im not shure o what your talking about for shorting the terminals but currently trying to downlad the fsm thank you for the link
