removing lower steering wheel panel

So my extra off-road lights went out suddenly. I'm trying to trace down the wiring and test for a closed circuit, so I'm starting with the on/off switch. But to get to that I need to remove the lower panel (the one with the drivers speaker and the parking brake)

All of the screws are removed, but it's still firm in place. Are there clips that keep it in place? I'm thinking there's clips or glue from the PO. I just don't want to yank and rip things apart and make it worse than it is.

My 91's column cowl came off easily once the screws were removed.

Yep. Stupid me. I forgot one more screw that was keeping it on. I got it off.
