Rear quarter pannel body rot...best way to fix?

So I recently discovered some pretty bad rusting in passenger side rear corner of my 4Runner, after removing the rear bumper. The previous owner also did a pretty poor bondo job, which looks terrible now. I'm an amateur when it comes to body work, so a simple fix (probably won't happen) would be preferred. Also, what would be the best way to remove the rear bumper trim attachments with standard tools, and no heavy duty power saws.
