when the engine is cold (like 70F) it should idle at 900 or possibly even higher... and the colder it gets, the higher it should idle, up to about 50F where it maxes out at about 1200.
But when the coolant has warmed up, to about 180-190, the idle should be exactly what is says under the hood, like it says. And the timing gets set warm too.
So, if it idles like crap when cold, figure out why, and whatever you do when cold, the ultimate spec requirements are set with the engine warmed up.

You don't fix cold engine performance by changing anything that affects "Normal" engine performance.
