He means, make sure the parts are under the hook that makes the cruise work. These trucks are getting old and people swap parts around. You might have the controls and light in the dash, but the parts under the hood could be missing. On the throttle plate there should be 2-3 cables, one for throttle, one for the trans if you have an automatic, and the last one for the cruise control. Cruise control cable should go across the engine and end at a control unit of some fashion (unsure what that gen looks like, newer ones are electric motor based).

If the cruise control buttons are on a their own stalk - its afternarket
But since you mentioned a light (that is located on the dash by the key) its likely OEM

Shoot me a pm on what dash parts you need. I have a 4x4 86 pickup I'm parting out with gray interior, and I'm a bit on the fence on the other 2wd 86 pickup I have which has a good cab and pretty much flawless interior (it's like 60k miles on it). I don't have SR5 exact parts (door panels, arm rests, window switches), but most other things should be pretty much the same.
I can't really help much with the cruise problem, I have details on the newer ones but not the older ones.
One thing to check is your clutch pedal height (if you have a manual trans), there is a switch on the clutch, and if your clutch is worn, it could be possible it doesn't return high enough to hit the switch. Another switch that can stop it from working is the brake switch, similar setup as the clutch, but you'd probably know about it since your brake lights would be effected as well.
