Unhappy Need help on CA. smog!!!!!!

I need help on identifying this part. I was told that it's been tampered with, and I failed the test because of it. Its a vacuum switch, with a vacuum line that comes out of one side and plugs into the other side(making a loop), and has one open port. I can't find this switch in my manual. Please help!!! I can't pass smog til I fix it!!! Here are some pics,

I think thats the vacuum switch that goes between the fuel presure regulator and the intake manifold, I removed the one on my 86 4Runner and ran the vacuum line from the fuel presure regulator to the intake manifold, i found this mod on 4crawlers web site, if the person would have just removed that part all together the smog guy never would have know about it. can you just remove it and go back for a smog check ?, or remove it and go to a diferent smog shop ?.

Took it to my Toyota Mechanic(of some 28 years, use to take my 81 4x4 truck to him when it was new, he's son works with him now) and he said that it is the A/C idle up. He removed it for me and retested the truck. Of course it Failed again but this time without the Tampered with label on it. Now I can apply for State money(up to $500) which will help. Looks like it needs a new catalytic converter.

As noted above, that is the VSV for the fuel pressure regulator (FPR):



You do need some sort of vacuum at the FPR, or the engine will run too rich and that will cause it to fail smog, more info:

So thats definitely it. It past two years ago with the valve by past. If I have to I could reconnect it. Now that I know what it does. And I'll tell my Mechanic what it is to, when I take it back to get the final smog repair and testing done. Thanks for the info!!
