loss of power and mpg bad!!! need help

hey everyone i'm new here so i hope i can give you all the info to help cause i need some answers bad. you guys are awesome
i have a 1990 4runner sr5 v6 manual 2door (very rare) about 2k miles ago i pulled the engine had it rebuilt and new transmission. new wires, fuel filter, oil change, air filter, and the afm test well with in specs, new muffler and pipes, also new oxygen sensor. did the self diagnostic and only thing that comes up is speed sensor circuit (even though it's a cable) but the old boy is still suffering up hills and accelerating with poor gas mileage. also had a shop pull the cat when they were replacing the muffler and they said it was fine but it looks almost hollow, not as dense with the honeycombs as i had suspected it to be. i'm at my wits end if i can't find out what's causing this i'm going to have to look at selling it. i'm in the military so of course money is a issue. i've spent our savings on just getting to where it is now. i understand the 3.0 is a little sluggish but it's to the point where i'm loosing rpms in 4th and 3rd gear. i desperately need a fix soon before i loose it

also on a side note sometimes when i am coming up to a stop sign the rpms start dropping and will come back up almost if it's starting to cut out but comes back. it will go up and down untill i give it some gas and it will temp stop

need some where to find a speedo cable.

i actually had to replace the fuel tank during the rebuild right before getting it to start. the truck was sitting in a driveway for several years and nothing but pure crap in it. but since the new tank i drove it from california to washinton new fuel filter then drove it back. and put several sea foam into tank and three through pcv valve still smokes like WWII tank.

Hate you have had those problems after spending so much money on it, and I wish I could help more. Did the problems start right after it was rebuilt or when? Has it gradually gotten worse?
BTW, thanks for serving and keeping us safe!

well from my original post it's gotton ALOT better no more idle drop, but i'm only getting about 200 miles to the tank. which might have a lot to do with my altitude and driving up and down hills (mostly city). the power is better, not great but better. there is a hill here that I commute every day that's about 30 to 40% grade and usually drop to about 50 mph by the time i get to the top. this may be normal but i need to be able to tow a trailer. so moving to washington (all hills/mountains) with a trialer is going to be a problem haha not really towing material.
if you know anyone in ca that wants a two door 4runner for 3k.

thanks for the support!

whats your timing set at? and idle drop make sure you have the right vacuum line going to the egr valve if its the wrong one you may be sucking in exhaust which sounds possible giving your symptoms, and if you do sell it for only 3k someone here will jump onit

i'm pretty sure all the vacuum lines are good, as for my o2 sensor i'm not sure exactly what's in there. i believe my timing is at 8 or 10 degrees. but then again i had a lot of the major work done on it by a shop, i know just enough to get my hands dirty.
as far as selling goes i'm really hoping someone will snatch it up soon only downside is that it doesn't have a/c but everything else is new on it.
