Lets talk cold no high idle, throttle hesitation, and EGR

1994 Toyota 4runner 3.0 V6

Fresh Rebuild on Top end, changed Spark plugs. Fixed a couple cracked vaccum lines. ( I double checked vacuum line location)

Whats happening is overall it has pretty low idle. When its cold at start up , it does not have a High Idle, just always sits at 800 rpm?? Adjustment screw is pretty far out to be at 800 rpm when warm and at idle.

But heres whats going on, on cold starts if you try to take off before engine is totally warm, there becomes dead spots in the pedal, and truck wants to die. No throttle response. After reading abunch of posts, and swapping AFM, TPS, and COLD START INjector....I found the EGR. If I unplug the vaccum line to egr, plug the line, the truck runs great!! Cold or Hot.

what would cause egr to act as if its wide open, the egr temp sensor? EGR stuck?? Too much vaccum to egr??

I also forgot to mention, that my AFM box seems to make noise like the pair valve is always on??, I thought at idle it was supposed to be off..??
