idling high

I have an 89 with a 22re, stick. it says that the idle should be at 750, but mine idles high, between 1500 and 2200. If I go in and turn the throttle closed, it will idle down, but otherwise, it sticks. Anyone have any ideas?
I think that maybe the butterfly is just getting stuck before closing completly, but if anyone has any suggestions, please let me know.
It has 250,000 on it.

Try cleaning the throttle body and linkage. If that doesn't work, the idle air valve could be sticking open. How low does idle down with the idle screw adjusted all the way in clockwise?

and check that the cable and accelerator pedal aren't sticking also
