1. "eBay is a wonderful place to sell things." Of course the $3 relay "costs" $40. You're too smart to be buying stuff on eBay.

2. You don't need a "Toyota" relay; automotive relays are very standardized. I'll bet one of the two I cited to you will work (each was under $10); if not, they have others. You know what yours looks like, so I can't buy one for you.

If shipping from Rock Auto is $30, you may not be in the Continental US. I still think you can get a new relay someplace local to you.

Junkyard is fine, but how much do you pay for a used relay that costs $8 new?

Fixing the old relay is a good way to get to know your truck well (and having the horn conk out on you is not really a safety item). Plus, if it doesn't work, it's not hard to get to. So give it a try!

Yea, just go buy a new relay, no sense in trying to repair the old one. Just think of how much you get paid an hour at work and how much time you are going to spend fixing this relay if you even can, is it worth it?
The winding of wire is most likely broken somewhere along the line if it will not pull the switch closed.
