High Idle

changed timing chain , while I had the head off, removed the non functioning egr system, put all back together , timing is on the money , all vacuum lines have been plugged off except for the distributor, but it idles around 1150 rpm . the idle screw is not even touching the arm for the carb . if I unplug the vacuum advance for the distributor idle drops to around 850 rpm . I have checked and rechecked all lines, even added a throttle return spring, but idle does not come down ,. anyone have any ideas?

forgot to mention this si a 22r 4 banger.
