HID install problem

HID install problem
Helped my daughter to install bi-xenon HID set up on her 93 4runner. Very simple straight forward install but have a post install problem. If any one has had a similar experience, let me know how you solved it.
Install was pretty simple, plug and play. Burned in the bulbs for 10 minutes as recommended. All is going well until my daughter got ready to go home and tried to change to HIGH beams. Lights came up in HIGH but would not go back to LOW, no indication on the dash for HIGH beams (blue headlight symbol) Only way she could get the bulbs to go back to low was to turn the head lights off. Nothing in the kit talked about this problem. Could not find anything in search to help with this issue. Also this kit only used one head light connector. Any suggestions are welcome

Are the bulbs meant for HI / LOW operation? You said the kit only used one head light connector, as in only one wire is hooked up to each bulb? That doesn't sound right, but then again I'm not familiar enough with HIDs.
I'm completely unfamiliar with this issue, but it sounds like there is a resistance problem with the new bulbs compared to the OEM bulb setup. How easy is it to temporarily install the old bulbs, just to check HI / LOW operation? I would make sure everything still works properly with stock bulbs.
Do you have any pictures?

The connector that comes with the harness is only a single connector that you plug in the factory bulb plug into. This connector is attached to some sort of relay box that all the wires eminate from. This small black box (relay?) then provides the wires to both HID bulbs, ground wire as well as power wire from the battery. Each ballast has its own ground wire as well. The connecting plug has three pins that plug into the bulb connector. When I first hooked up the HID bulbs to the ballasts, I did not get anything. Come to find out I actually had the polarity for the bulbs reversed. Once I corrected the plugin to the ballast, they came right on when first turned on. I let them operate for 10 minutes (truck was idling) to let them burn in. During my trouble shooting of the bulbs, I actually did plug in a bulb to the OEM socket and I had head lights. So what is casuing this I do not know. the box they came in says they are a bi-zenon bulb, so what the issue is I do not know.
