Hex bolt for manifold bolt - ok?

Hex bolt for manifold bolt - ok?
I have a 1990 Toyota pickup. The engine block and head are from a 1994. One exhaust manifold stud is missing (the front most bottom stud). Can I just use a hardened bolt with the same thread pattern, so long as it is the proper length?
Also, on the outside of the exhause manifold, part way down, there are three holes for bolts. One of these holes does have a bolt in it, but the other two do not. They appear to be places to attach brackets, etc, to. Is the absence of these two bolts hurting anything?
