HELP! TPS adjustment problems

89 pickup 3VZE

i am trying to get my truck ready for smog..
i have my check engine light coming on intermittently, and i have pulled the code for a Throttle Positioning Sensor (TPS) malfunction. i have read the info on 4crawler, and have searched yotatech.. but i cannot seem to adjust the sensor into the specs listed.

here are my results...

at 0mm (against the stop) ; between VTA & E2:
-i read 600 ohms (within the 200-800 ohm range specified.. good)

at .50mm - .77mm : between IDL & E2:
-i read > 2.3k ohms (greater than specs.. bad)

at .77mm - .85mm ; between IDL & E2:
-i read open/infinite (good)

at Wide Open Throttle (WOT) ; between VTA & E2:
-i cannot get to the specs of 3.3k ohms - 10k ohms

at any position i ; between Vcc & E2:
-i read 5.01k ohms (perfectly within the specified 4.0k ohm - 9.0k ohm range)



the truck idles and drives fine, with good gas milage.. but if a check engine light comes on during the smog check i fail..
..also, when i hit about 1700 rpm, the rpms drop and surge repeatedly.
this is a new sensor with about 5,000 miles on it, could it be fried? are there any common problems with wiring that would cause these symptoms?.. or cause the TPS to fry? any help would be appreciated! thanks!

What do you read at Idl and E2 at .20mm?

Basically it needs to read that the throttle is closed.

I like to check the voltage at Idl. It should be close to 0 at with the throttle closed and increase to either 5V or Battery voltage depending on what year it is when you crack the throttle open just a bit. about .20mm or so.
