Help! Passenger window issue

I have an 86 4Runner. The passenger window will not go up from either driver or passenger switch. I tested the motor and it is good. I checked the voltage on the drivers switch and I'm only getting a voltage drop for the driver's window(the one that's working) and not the passenger switch.

Is it my relay that has a problem or maybe a bad wire??? Thanks, I've been working on this a while with no luck.

Any ideas???

could be a relay if you can't roll your passenger window up with either switches.
