Gearshift will not move when on. Only when off?

see if u have clutch pedal, is the fork moving in and out? i would say u dont have pressure for the clutch... if it is moving then i would be looking at the synchronizes are bad.

If you can run the lever through all 6 positions- 1,2,3,4,5 and Reverse, with the engine off but can't get it into any gear with the engine running and the clutch pressed, yeah, it could be the clutch not disengaging when you press the pedal down.
Like mentioned, check that the release fork moves when the clutch pedal is pressed. If it doesn't, check that you have fluid in the clutch master cylinder- it's a small reservoir next to the brake booster. You can use DOT3/4 fluid to fill it and there's a bleed screw on the clutch slave cylinder, which is bolted to the side of the transmission.
