Fuel pump problem

I have a 91 toyota pickup 3.0l and when I crank the engine, I am getting no fuel through the lines. I took a meter and plugged into in the fp connector and show current when I crank. I also connected a battery straight to the fuel pump connector and got fuel to flow. One thing I found odd is that when I connect a meter to the wires I find that both wires from the fuel pump show resistants when grounded to the truck. The ground wire from the fp should do that obviously but why would the power wire show that? But again, I did get fuel flow when connecting a battery straight to the fp wires.

do a search for "factory service manual"
use the under hood jumper in the cluster of pins by the fuses. try your relay and check all fuses.
