Fixing a Leaking Power Steering Pump

Need some help here guys. I have a '92 4Runner with a leaking power steering pump. It's leaking where the fluid reservoir mates with the pump. The bottom of the reservoir has a short metal tube that inserts into a hole in the top of the pump. The rebuild kit comes with a small o-ring that seals this joint. But my questions is; is this o-ring supposed to stay in the grove machined in the short pipe, or are you supposed to just push the o-ring all the way up the pipe so it rests up against the bottom of the reservoir? Thanks a million for your help!

in the groove so it seals the tube to the housing.

Buy a reseal kit from toyota and reseal the whole pump as it will start to leak on you at some point
