Cruise Actuator Repair

Cruise Actuator Repair
I have a 94 3.0 liter V6 truck with a sketchy cruise system. Used to work great but lately no so good. Anyone ever try to repair a vacuum actuator? Just ran the test on mine and it will not hold a vacuum at all. Even if you power up the unit the vacuum is zero. When in use, you can set the cruise but the speed setting slowly drops. I've checked the other vacuum assy. associated with the actuator and it passes the test in the Toyota test info found elsewhere on the site.
Darn things are super expensive to buy. Starting at about 600.00! So I figured I'd ask if anyone here ever open one up and fixed it, or if you know of a source online for replacements?
Thanks!

This test? http://web.archive.org/web/201102052...10cruiseco.pdf (last page)
note that it says "HINT: As you apply and hold the vacuum with the vac–
uum pump, the drawn in diaphragm will in some cases
return. This does not indicate a malfunction. Actuator
leakage is allowable."
As for repairing one, I wouldn't hold out much hope. I expect it contains a rubber diaphragm, and if that's leaking you'll be hard-pressed to find a replacement.
On the other hand, it's just the sort of item that shows up at a salvage house. It won't be cheap (they base their prices against the dealer price), but certainly worth a try.
IF you're certain it's the actuator.

Yes that's the test I was doing and I did see that note. However with power applied or not, I was never able to get any vacuum at all on the Actuator. I think the note is applicable where you're able to get the suggest vacuum using the hand vacuum and then you notice is slowly dropping. In my case with each pump of the hand vacuum I never got past zero on the gauge.
