Crank Pulley Troubles

Hey, I just did a timing replacement on my 94 22re and the crank pulley wont slide on all the way. I've hit it hard with a 1/2 inch air gun and it wont slide any further. It needs about anot 1/4inch before the belts will be aligned properly.
What have i done wrong?
Any Ideas guys?

The woodruf key may be cocked a little, preventing the crank pulley from going over it completely. Check the key for position, burrs, dirt, etc. Check the slot in the pulley for burrs too.
