Converter not locking up 93 4runner

93 4runner3.0 V6 .While going down the interstate, the transmission temp light came on. The fluid is fresh, and full, new torque converter, trans shifts fine.
Took it to the shop, and they said the converter was not locking up at highway speed. When you hit the brake the rpms show no change.Any suggestions on what would or could keep the coverter from locking up?

Let me ask you a question that may help here.
Why did you replace the TC originally ?
What made you think that it was bad ?

The lockup is done hydraulically however it is electronically controlled.

I would suspect a poor connection since that transmission and transfer case has quite a few quick disconnects. There may be a stored code that needs to be extracted and evaluated in the computer.

Depending on your preferences, I would pull each connector associated with the transmission and clean it with a spray such as wd40. Also look for bent or backed out pins. there is one two pin connector at the top of the transmission that is hard to access.

Pull the negative battery cable and let the computers reset. With connectors clean and checked go for a drive. If problem persists, I think one of the solenoids in the pan is for converter lockup. I would Ohm all the solenoids and see if any are out of tolerance. Most should show 5-10 ohms.

This should get you going. May want to double check the converter the parts place sold you as the right one. Also, if it was a rebuilt converter, it is suspect.

My $0.02

As I've mentioned, it electrically controlled and, as mentioned, check all the connectors, especially the speed sensor for the tranny.
Two other points:
- Do NOT drive at anything much over 45 mph and even then not for
long distances else you risk burning up the tranny.
- Make sure you change the transmission fluid, since it got so hot.
