Cel code 41/idle problems

1990 toyota 4runner

So my tps went out a few weeks ago causing a really low idle. Ohm'd it out ad it had dead spots. Got a new one. Adjusted it properly, all that. Plugged it in, was good for a few days, started idling low again. A cel, which isn't on during running, have to jump the terminals to get it, is a code 41. Which is a tps code, correct? So what can be throwing this? This is really annoying. Idle only stays normal if I have the a/c on. Anyone know the voltage that should be coming out of the connector you plug into the tps? Or how to check if that's correct? Anyone know a ground I should check? It's only for tps, if there was a ba ground in the system, wouldn't it throw a MAF code and maybe an O2 code? I'd love some help on this. Kinda annoying. Thanks guys. I appreciate it a lot.

If I jump the terminals, it'll lower idle, and timing is perfect.

And even though I raise the idle screw, it'll drop down again later that day.

If I keep tps unplugged and drive, this problem goes away.

So checked the wire at computer, .5 volt with tps in idle position as per info found on good ol yotatech. Checked continuity on the wire from computer to plug in the engine bay, infinite, ( wire intact ). BUT! When I unplug the tps wires and and test the VTA pin on the plug with volt meter, I get zero. Is this because its getting the signal back from the IDL pin in the tps, so when it's unplugged, it's getting nothing? If wire has no resistance and shows perfect continuity shouldn't I be getting power at the plug? Unless this power is coming FROM the tps back to the computer rather than from the computer to the tps? Any awesome 22re gurus out there? Even though the cel isn't displayed unless I jump the terminals, i don't think it'll pass cal smog if t has anything in memory, right? Unless no tech checks an obd1 system? Please someone give me some help!
