A/C and diving RPMs

My compressor had a leak and let all the freon out. Had a new comp installed and recharged. Blows cold now, but when I turn the AC on at idle, the RPMs dive was down to 400-500 rpms and the motor struggles. If I turn the idle up to where the rpms are in normal range with AC on, it is then way too high with the AC off. So I have just only been using the AC when on the freeway and turning it off in city traffic when I have to idle, but that is getting old.

Is this issue indicative of something worng? Or normal? Anything I can do?

I ran into that problem a long time ago and I had a mechanic check it out for me. He told me when the vacuum hoses for the AC are not hooked up right it will cause that problem and that was the problem lol.

I've followed all my vaccum lines and they are correct per the map under the dash. I'm thinking one of my VSV's is bad or the idle up screw on the top right side of the intake is bad.

When I twist that big white screw nothing happens. Is that indicative of something?

Are you adjusting the big white screw when the AC is running? Because if your not then that could be why. But if you are and the rpm's are not adjusting then I can believe that either that is failing or something else could be. Not totally sure, when I have questions like that I just go down to toyota and talk to someone (parts guy or a mechanic) and they seem like they have good advice and help you out without spending a dime

There are 2 components of the A/C idle up. One is the A/C amplifier under the dash (behind the glove box). It has an adjustment knob labelled "RPM" that sets the lower cutout RPM below which the A/C is cut off. Set the RPM such that it is a bit below the normal idle RPM. Then there is the VSV on the valve cover that opens to bump the idle speed up:

The white knob sets the fast idle speed, which is maybe 100-200 RPM higher than normal idle speed with the A/C running. If both those two things are working, the vacuum lines may be plugged, check that all are open and well as the passages inside the VSV and idle-up valve. Easy test is to direct connect the vacuum line that feeds the VSV from the intake directly to the idle up valve (bypassing the VSV). Then you can see if the idle up valve works independent of everything else.
