Are all 86-95 frames the same?

Are all 86-95 frames the same up front?
I know that all truck and 4Runner frames from 86 -95 are supposed to be the same (excect suspension and body mount differences) but I want to make sure that everyone has the eight threaded holes seen where bolts are in the main picture and to two open holes in the inset picture. I'm starting to produce my front receiver hitch and want to verify this info.

I'm talking about the 2 up front on each side, the ones on top of the frame by the body mount, and the 2 on each side on the bottom that the skid plate covers. Eight threaded on front and bottom, and four open holes on top.

I looked at my 85' 4runner and it has different holes.
The bumper mounts with two (6" ish) steel brackets that mount perpendicular to the front frame member and the holes are verically inline, one above the other. your pictures have the bolts horiozontally inline with one another. I can get you a picture later this week if you need one (wed or tues), just send me a PM.

my 90 has those holes too. thats a nice design. how much are you selling them for?

Mine is NOT the same, from what I can tell (1991 4Runner).
How to describe:
In your photo the uppermost L and R bolts line up with two others from front to rear. Those three bolts on each side are the ones used for my Warn hitch.
They took off the tow hook, which seems to be one of the bolt holes, so, I guess it is not a perfect install.
If I were better at the picture/internet thing I'd take a picture. I'll see if I can take a pic tomorrow.
I guess those holes could be there, they were not used though.

If I were you I wouldn't attach a bumper that you are going to yank on that way.
<--having personally ripped a bumper off my friends truck which was attached that way.
Also, if you are considering mass production you need to consider that this area often suffers damage due to it's flimsyness and body shops never really put it back to stock.
There are some nice mounting locations on the side of the frame, though you either need to cut the body mounts off and attach them to your bumper or hook around them. From your photos you could easily tie into the tow hook bolt locations.
If you do it like I did on mine, when some dumb blows a redlight and hits you head on, your bumper will stay on the truck and protect it.
Dip in the Chevy ran the redlight and took me just about head on. He went to the hospital, his truck went to the bone yard, the GF and I went to dinner in my Truck.

It's the same locations all the other companies use for there bumpers or wench mounts. I figure this can be a good stand alone receiver/wench cradle mount or the base for a custom tube bumper. I put the receiver below the frame for more strength and to put it at the same height as the rear receiver. Not to mention it puts it further back and out of the way.
I can add the 3rd hole above the inside holes for use on 80's trucks.
