93 4runner failed emissions, need help!

93 4runner failed emissions, need help!
I have a problem with my runner's emissions.
The first time I tried to take it to get my emissions tested was maybe 2 months ago and I've tried about 6 separate times to pass and it will NOT pass for some reason.
Every time I fail its because of the NOx levels apparently and I've tried just about everything.
I've tried putting in premium gas + the seafoam additive that is supposed to help you pass and it did almost nothing
and I've also fixed my ignition timing
My most recent attempt was today(10.11.11) and failed AGAIN after replacing my old catalytic converter with a brand new one last Thursday(10.6.11)
I really need to fix my emissions because I'm driving on an old expired tag and I can't get a new one until I pass emissions so anyone please help!

i just got my truck to pass last week in woodstock. first attempt i knocked the timing down and it still didn't pass. i ended up having to put a new converter on it, passed with a nox reading of 1120, limit is 1121!!!

i would hook a vacuum pump up to your egr at idle and pull a vacuum on the valve to make sure the egr is at least flowing. if its plugged that could cause high nox readings on the 25mph test
