'89 Pickup 22r Problem with VSV

Hello, everyone. I am reaching out to you because I've been looking into this problem for weeks now and I am about to tear my hair out. What I have is a problem where my truck will stall when cold if I have both of the upper VSV's plugged in (See pictures; white puck things). So, in an effort to get the car to run and warm up I unplug one or both of those vacuum solenoids until the car is warm. Once warm, it begins to run rough again, but does not stall. Then I must turn the truck off, plug the VSV's back in and BOOM the truck runs perfect. I am not entirely sure what could be causing this problem. I have used a volt meter on the VSV and they never seem to be grounded (I heard they should open when grounded?). Maybe that is not my problem, but I figured I would throw that in there. Thanks in advance for all of your help.
