Check all electric components that can get wet, but do it fast before it burst into flames.

its is wierd it spits and sputers but when the rpm get to 3500 it is like a powerband on a dirtbike kicks in

Some more information may help us out here.

Engine/tranny/4x4 or not/etc.

Most folks that have had this problem found it was a hairline crack in the distributor cap that would draw in moisture. Others have had a hole rusted into the windshield frame (that you couldn't see from the outside since it was under the rubber seal) that would let water drip onto the ECU. Still others have had a hole rusted into the inner fender on the passengers side that let water get to the ECU.

Then its probably sensor related. The computer stops using sensor info at full throttle. Check the connecter for the O2 sensor, mine gets moisture in it sometimes and does kind of the same thing yours is doing. Pull the connector and hit it with some electrical parts cleaner.
