I have an 86 4runner that has been sitting up for a few years with blown head gasket and decided to get it running again. I have just installed a new head and gasket set, new fuel pump and new injectors. It will start with starter fluid with no problem but the injectors are not pulsing. When I check the voltage on the injector connectors I get 12 volts on both terminals. I am in the process of going through the injector harness and checking the splices but haven't found any problem. Any idea on what would cause both terminals to have 12 volts? Bad ECU???

Terminals should have 12v on each. ECU switches one terminal to ground to fire the injectors.

try inserting a jumper in the fuel pump test connector then cranking the engine:

Well I put the jumper wire in the fuel pump test connector and it still won't crank. It will still crank with starter fluid but it doesn't seem to be getting gas even with a new fuel pump, filter and injectors. All the injector connectors show 12 volts. I did jump the test connector and the codes blinked 7 and 11 which is the throttle position sensor. Would this stop the motor from cranking? I plan on working on this tomorrow.
