You're going to have to rewrite what you've written and/or include a picture.
It's hard to figure out what you're asking.

Sure it's not the PS pulley? http://personal.utulsa.edu/~nathan-b...67timingbe.pdf That's "next" to the crank pulley, and held to the crank pulley with 4 8mm bolts. If those bolts came loose that pulley will wobble and do you no good at all.

If the "alternator" pulley is wobbling, your crank pulley is loose, and you've got real problems. If that crank pulley has been wobbling for more than a few minutes, it will chew up the end of the crank, and you may not be able to re-install it.

Good luck, and let us know what you find.

The water pump is very hard to turn its -20 outside right now and the power steering was having issues to it would just burn the belt up but the crank pulley is still solid and the bolts are their. Is the crank pulley supposed to separate from the alternator pulley as pictured ?

Is that the fan bracket in the top of the photo? That looks like the belt slippage point with all the melted rubber. I thought I was looking at a 4cyl at first so disregard my water pump post.

That's what needs to be replaced, the bearing froze. The shiny spot on the crank pulley may have been the broken belt rubbing on it, but it's hard to rule out a secondary problem.

If you're saying the outer pulley on the crankshaft is spinning without the crankshaft turning then you have more problems.

Are all the pulleys lined up with each other? If the crankshaft outer pulley is not where it should be then it's broken or slipped off.

You need to take it off and see what all is broken, looks like the pulley slipped off the balancer at least. Also, with the belts off does the fan pulley spin by hand now?

Yes they line up fine the outer pulley is solid but the inner pulley is loose and i can spin it and the fan pulley does not spin

also the fan itself will still spin by hand

You need a fan bracket assembly since it's frozen, and you need to remove the crank pulleys and balancer and see what all is broken. Inspect the crankshaft nose and cover to make sure it didn't get messed up.

Yes. Hopefully it didn't damage the crank or the cover behind the pulley.

I can see it now. The alternator and A/C pulleys are one piece, but have an annular rubber ring that separates them from the "center" of the pulley attached to the crank. (the rubber provides the damping for the harmonic damper). You've torn that rubber apart, so the entire balancer is now non-repairable.

That part has a dealer price of about $300 13408-65011, so I would consider a salvage part. If you're thinking of a pick-and-pull yard, remember that the spec torque on the crank bolt is 181 ftlbs. More importantly, even if you bring your favorite gorilla along to supply that torque, you're going to need a tool to keep the crank from turning while you do it.

You may have failed the rubber just by freezing the alternator, but I would have expected the belt to disintegrate first. As bswarm advises, you need to spin-test the fan bracket (and probably the A/C idler and PS pump) to see if they were damaged too.
